Changed out master cylinder twice on my 1991 B2200. Can't get the pedal back up to normal operating range. Bled according to Chilton procedures. Any thoughts?

need new brake pads? I believe their is a bolt behind the brake booster than can be adjusted so that the push rod in the master cylinder is closer, but no touching, the piston in the master cylinder.

This one is definitely SOLVED. Both of the calipers were frozen in their mounts. Disassembled and cleaned. Back to new. ball joints are next...
