Default Catalytic Converter

I bought a 2005 Mazda 6, and having trouble passing inspection, due to a P0421 Code "Catalytic Converter".
I called the dealer I bought the car from, basically it is his responsibility to pay for whatever it needs to pass.
I told him how much my mechanic was quoting me ($550-part, $200 labor)..he said it was too much...He said I will buy converter and you have them install it...(you know he was going to buy the cheapest)...but then I would have to pay for labor..
Going around and around with him, I told him that I would pay half the labor..that was not good enough for him...he told me to call him back in a couple of hours.
When I did , he told me that he had called a buddy that works for a Mazda dealer...his friend told him to install a "separator" that would go near the converter, his "friend" told him that sometimes works and if it did not...then buy the converter.
He wants to install this device, said it will take 20 minutes, and it should fix the converter code.
I am hesitant to do this...I just want my daughters car fixed..RIGHT
Has anybody heard of this??
