93 Mazda B2200

Hey guys, I purchased a 93 Mazda B2200 recently and been doing all the work on it myself. But a few things have my stumped. Firstly: The engine will idle up and down constantly. It dont matter if its hot or cold because i have started it a few times where it didnt do it, and others where it did. And had it continue doing this even after driving 30 minutes or more. Secondly: There is this part on the top of the engine (see picture). I cant for the life of me figure out what it is. If anyone has any idea please let me know! Someone said it could be the cause of my idling problems and maybe i should replace it. All i know is, when i unplug it from the motor it will idle up.
