Default Idle speed goes up and down when the car is not moving

Hello all, as you can see I am new here, but I am an avid fan of the Mazda MX6, so much so that I recently bought a 94 MX6. The only issues on the car are that the idle speed goes up and down when the car is not moving.

A mechanic told me that it's the idle speed actuator, but I wanted to do some research and see if I can get some help. Thank you guys in advance and I hope to post pictures of my ride soon.

i just bought myself i 93 mx6 and it was doing the same thing and i just started going throught and cleaning everything. took the throttle body off and cleaned it out completely and made sure no carbon in the aic valve. and found on the throttle body there are 2 vacuum hose and the one port was clogged and another hose was to big for the port so i replaced it and the idle smoothed right out. hope this helps.
