1995 Mazda Millenia does have OBD II connector. It is behind the knee panel on the right side (close to the radio).
You can use a generic OBD II code reader to retrieve trouble code from Millenia engine control computer.
Many auto part stores sale the generic code reader. I would buy the one that also displace freeze frame data and live data. They are the most valuable data that you can use to pinpoint your car problem.
All 1996 model cars sold in US must be OBD II compliant but many car factory already put OBD II since 1994 model (as far as I know). Mazda Millenia is one of those cars.
