Default What is min disassembly required to replace rear camshaft oil seal?

The car is a 1999 626 V6 with about 109,500 miles.

This is for the rear most camshaft.

The cup plug keeps pushing out and cocking resulting in a significant oil leak = camshaft oil seal leak? I would like to know if I can replace the oil seal without pulling the valve covers. The Haynes manual shows an additional internal bolt holding the end cap in place.

What cause the cup to move outward? Is the area between the seal and cup pressurized or is the cup just loose?

Can I just apply RTV and reseat the cup or will oil just fill the space and eventually find a way out?
