Default Stuck Seat Belt

I have a 1998 626-ES and the back right passenger seat seat belt is stuck and won't retract. Is there an easy way to remove the rear seat panel to expose whatever mechanism operates the seatbelt? I tugged on the seat panel a little, and it feels like it comes off. I just don't want to break anything.

If you don't see any screws anywhere it probably pops off with hidden retainers. Make absolutely sure there are no screws anywhere on it though. Then pry it outwards carefully starting at one edge by using a blunt flat lever behind it. Work slowly and be prepared to break fasteners on the back sometimes.
