help 01 626 pcm???

i have an 01 626 2.5 that is setting 117& 125 coolant codes i have no coolant temp voltage and the IATsensor is reading -40 the only thing in common is the 5 volt ref is this internal in pcm or should i still be looking at wiring. please any help would be great.

i found that i have power and ground at the pcm but its not giving out the 5 volt ref
