Two common things I've run into. First is the valve itself. The valve is vacuum controlled and the diaphragm develops a leak not allowing it to close. Second would be the solenoid that controls the valve. Easy enough to check the valve by applying vacuum to it.

There are two similar valves on the intake. One is easy to see, the other is under the throttle body. The one under the throttle body is the one your after.

Follow the vacuum line from it to the two solenoid's located right off the valve cover near the battery on the left side of the engine. Remove the hose to the valve at the solenoid and apply vacuum to the valve. If it doesn't move, it's the valve. If it does move with vacuum applied, very good possibility the solenoid that controls it is defective.
