more power at 1/2 throttle than full, 95 2.5

Hi,
My Millenia has more power at half throttle that at full. If I let up at full throttle it goes faster...  No check engine lights and gets 25 to 26 MPG. Any ideas?

Found the problem, the intake boot had a rip in it. Taped the boot with duct tape and it restored the power. Will order a new one soon. Still got 23-26 MPG freeway.
