which belt are you talking about? please be specific. Is it the belt that connects crankshaft and the A/C pulley?

If it's the same as the 2.3L on the 6 there should be a tensioner pulley that you can put a socket on and rotate away from the belt (clockwise) to loosen the tension on the belt. (small pulley attached to a short arm.) You need to remove a splash shield on the 6 to get access to the tensioner pulley, not sure on the 3.

The A/C belt has no tensioner...... it's a "stretchy" type of belt. I don't know, have not had problems with it. The workshop manual seem to suggest you cut the belt to remove it, and use a jig to install a new one. Again, I've never done that, would recommend you take it to a good dealer/technician.
