Headlights

Now that I have introduced myself, I do have some small problems. Running lights go on when vehicle starts up. When I turn on the headlights, they dont get any brighter than running lights. Tail lights come on, but not headlights. Brights work. I checked the halogens yesterday and both filaments look fine, no breaks or burns. Any one got any ideas?
