fender removal?

I found 4 bolts on top of the fender, 2 on front, 1 top rear, 1 bottem rear and it will not come off.  What''s holding it?

There should be 5 on top i assume this is the bolt u missed it is under the window wiper "cowl" to take it out pop all weather strip off the cowl and simply pull on the cowl it should come off with a "pop" then pull it over the wipers if your truck is like mine turn on your wipers then shut them off a the highest part of their stroke and turn off the key wierd way of doin it but it works then pull the cowl off and undo your bolt, their are  two on the front, one on the front inner wheel well two on the lower rear of the wheel well and one in between the door hinge for an overall of 11 bolts    oh i hope you have b2200 style body other wise this was a usless post :(
