error code p0421

this is the code that came up for a protege from a printout at advanced auto parts for taking it there after the check engine light came on:

p0421 warm up catalyst below threshold bank 1

they claim they have no idea what this means.

Would anyone here know what it means and what needs to be done, and possibly a price range?
